If your pc cant handle stable 60 then it will trigger slowmotion effect so id rather swtich to 30 which is much easier to get then aiming for stable 60. At the very least i would try to aim for stable 30 fps. Its either with shadows only turned off that crashes the game when using few ujs like indra sasuke default uj or its no particles exe that dont have any crash problems but game looks like shit. So yeah, try to lower down the resolution at the very first, also make sure ure mssaa is set to 0 >always<, its useless option thats not even working and it causing glitches. For example i have garbage i3 and gtx 1050 ti and im playing at 60 fps with graphic mods and full hd with ease. In s4 your graphic card matter the most not your processor.
